[issue3241] Allow editing grafted changes

It would be helpful to edit a change set when it is grafted onto another
branch even if there has occurred no textual conflict that would need to be
manually resolved.

There may be differences in semantics on the two branches that should
reflect in the change. OTOH, it may still be a good idea to graft the change
set instead of creating a new one on the other branch in order to ease later
merges or simply to make clear that this change has the same meaning on both
branches.
