I think "draft" and "private" are fine since they describe exactly what
they label (AFAIU draft changesets can be shared with other people as
long as no-one relies on them being durable; in that sense, they can
be public).

I tried to find words that convey the idea that "complete" changesets
are set in stone. The proposed words have varying connotations, "solid"
and "immutable" being the most literal.

I find "grounded" and "jailed" completely obscure and unintuitive.
