Some initial impressions of phases

Let me add another point on phases.

I wonder, could the phase concept be further developed following the idea
previously described as "Hidden branches/heads"[2]?

I mean there could be no need for MQ extensions and most of its additional
commands. We can just set certain changesets into a "top secret" phase and
start treating them just like we treat patches imported into MQ, i.e.
reorder them, split them, fold them. Strip could be a core command. The MQ
guard concept looks similar to the phase concept. Multiple MQ queues are
similar to multiple branches etc.

I'm sorry if I miss any previous discussion on this.
