[PATCH 2 of 3 V3] update: treat the verbose parts in help as verbose

Though I implemented the functionality, I'm not a big fan of these
verbose blocks... so I'll leave this patch out for now. My reasoning is
that even though it is verbose, the information is relevant here since
it describes the rules for how 'hg update' operates. The interaction
with --clean and --check is not intuitive, even for me, so I think
others will want to see it by default.

If others vote for the patch, then we'll of course accept it. (This
makes the commit message in the third patch out of date so I'll remove
most of it.)
