[PATCH 0 of 1 ] outgoing: accept revset argument for --rev

Hopefully this makes it before the freeze to complement the new revset support of push in e058f4eec69c.  

The incoming and pull patches I have don't work for remote repositories, and after the recent peer changes, they don't work locally either (localpeer is not iterable).  So I need to rethink how they work.  But having revset support for push and not outgoing will get annoying.
