[PATCH 0 of 1 RFC] scmutil: eliminate util.samestat

I've been mulling about killing that util.samestat, but I'm not entirely sure if it's the best way the way I've done it in this patch. They way in which I've done it is at least not intrusive, in the sense that I didn't have to move the furniture around (not yet :-).

I know we should now probable be working towards those planned "UTF-8" reafactorings (http://mercurial.selenic.com/wiki/WindowsUTF8Plan), but I'd like to clean up this util.samestat thing a bit first.

I'm not disappointed if people don't have to time to comment on this patch. It's no problem if this is cooking for a while. It doesn't block much.

The tests pass with this patch applied, both on Windows and Ubuntu.
