I think this has now been (more or less implicitly) decided by Matt [1].
I don't think there will be a way to avoid using exemaker. We need a
hg.exe to fullfill the requirements stated.
It's probably simplest to try creating two versions of hg.exe (32-bit
and 64-bit). They will probably have to do the same as python.exe
(manifest-wise).
