[PATCH] test-commandserver: use shell=True on Popen call

test-commandserver: use shell=True on Popen call

This allows to run the test in MSYS shell on Windows without a exemaker hg.exe,
but a hg.cmd containing (see also contrib/win32/hg.bat):
