When to use the 'i18n-xx: synchronized with NODE' commit message

Hello Martin and Fabian,

The wiki says about updating a translation, that after translating some
strings, the changes should be committed with the message 'i18n-xx:
synchronized with NODE'
But later in the document it says:
"Your commit messages should have this format: i18n-xx: short description"

Which one do I use when?

I think the wiki isn't absolutely clear about what to do step by step.
Do you think, I should update it?

The list of existing translations says that the german translation is
maintained by Tobias Bell, which seems not to be the case anymore. Also
the repository specified (http://bitbucket.org/FabianKreutz/hg-i18n-de/)
does not exist anymore. Instead it should be said, that development
takes place at https://bitbucket.org/mg/hg-i18n.
Who is responsible now for the german translation?

Fabian, at the moment the de.po file is used, to specify common
translations. I think it would be better to have the information on a
wiki page (like the Danish, Greek or Russian one) with a dictionary and
translation policies. What do you think?
