When to use the 'i18n-xx: synchronized with NODE' commit message

People just started using that commit message format when they updated
an *existing* translation.

I would use the latter when I translate previously untranslated strings,
as opposed to fixing existing translations marked fuzzy by msgmerge.

I don't really know. If Tobias is no longer active, then you should
delete his name from the wiki -- he can add it back again together with
your name if he is still around.
