Those rules are now in place.

Alas, only 90% of bugs got imported 1-for-1. Someone committed a bug around
rev 3100 that caused those between roughly 3100 and 3400 to be off by one.
You can tell whether you've got an off-by-one bug by comparing the ID in
the Bugzilla bug with the "imported" comment at the end of the list of
comments.
