Again, the boundary is between the templates (everything in
mercurial/templates/) and the server. If a change in the server REQUIRES
a corresponding change in the templates, it is covered in failsauce. And
the javascript code is part of the templates.

Regarding changenav: I wasn't aware of that, argh. But past failures of
review obviously don't establish valid precedent for future
recklessness.
