Hmm. We already have a command server, actually. We also have clients in
Python, Java, and a couple other languages:

What I've proposed for this year's GSoC is a _C client library_ so that
people writing in C, C++, etc., can easily talk to Mercurial. Ideally
such a library would present a developer-friendly interface to common
Mercurial commands and data structures.
