Getting GSoC candidates oriented

I'm already losing track of who's interested in GSoC.

I think we need a GSoC 2013 landing page and to-do list for incoming
GSoC people. It should include:

- add yourself to a candidate list on the wiki
- subscribe to the GSoC wiki page
- introduce yourself on IRC
- introduce yourself on the mailing list
- read ContributingChanges/etc.
- look at the easy bugs list
