It looks like Mercurial can't find Python.h:

iv at blindsight ~/D/mercurial-2.6.3> xcrun make local
python setup.py  \
      build_py -c -d . \
      build_ext  -i \
      build_hgexe  -i \
      build_mo
running build_py
Python headers are required to build Mercurial but weren't found in
/System/Library/Frameworks/Python.framework/Versions/2.7/include/python2.7/Python.h
make: *** [local] Error 1

The directory in question contains the following file:

-rw-r--r--  1 root  wheel    35K May 27 15:00 pyconfig.h

The directory is otherwise empty.

This is on OS X 10.8 with Xcode 5 DP2 installed, without the commandline tools
installed.

Is this an Apple packaging problem or a problem with Mercurial?
