Generating translated documentation with "python gendoc.py" fails for several
languages.

good: da, el, fr, zh_CN
bad: de, it, ja, pt_BR, ro, ru, sv, zh_TW

This was not detected by test-gendoc.t because the language variable was not
working as expected. I will send a patch for this.

Maybe we should also test generating the other documents? (hgrc.5.gendoc,
hgignore.5.gendoc, ...)
