No, we're not always talking "programmers". At my current job, I have
had to teach Mercurial to magnetic resonance imaging technicians,
radiologists, and neuroscience PhD students; people who freely call
themselves "not a programmer". In other places, I have had to teach
Mercurial to people from other walks of life; think also of 3d artists
for gamedev. The thinking that only nerdy Unix programmers should be
allowed to use source control is too narrow and is what produced the
atrocious git interface.

So don't underestimate the amount of people who have to be taught how
to scroll horizontally. If based on experimentation there exist
recommendations against horizontal scrolling for websites in general,
don't underestimate how important this may be for hgweb in particular.
