I've update to new mercurial, the version is:

hg version
Mercurial Distributed SCM (version 2.6)

and when doing hg commit, I get:
hg commit
'vi' is not recognized as an internal or external command,
operable program or batch file.
abort: edit failed: vi exited with status 1

Note: I am on Windows 8
ver
