Updated 2.8-rc changelog in What's New page

Finnaly, I upgraded the 2.8-rc changelog What's New page to our previous quality standard.

I for the two other I dispatched the entry in appropriate categories and
rephrased some very obscure summary.

Someone better have a second look at it.
