As you mentioned, the description of the first one implies the second one.

But the changes brought by the first one can't treat "-e" correctly in
"--amend" case, and the second one fixed it.

It may be good to omit the second one from WhatsNew list, to prevent
it from confusing users, even though changesets are different from
each other.
