PEP 460 - Add bytes % args and bytes.format(args) to Python 3.5

In case you're not aware, there is currently a discussion going on on the
python-dev mailing list at the moment about PEP 460 (Add bytes % args and
bytes.format(args) to Python 3.5) which Victor Stinner has drafted with the
rationale that Mercurial (and Twisted) devs have requested it.

I suspect that input from Mercurial devs would be appreciated.
