2.9 freeze is upon us

This is a friendly reminder that 2.9 feature freeze was expected last 
Friday. Matt did not announce it (probably) because he was highly 
backlogged. However people should avoid to send -new- series until the 
freeze is actually announced. When the freeze is announced you can either:

- Send your new series with a "stable" flag for inclusion in 2.9,
- Wait for Feb 1 and resent if for 3.0
