2.9 freeze notes!

Ok, 2.9-rc is out and we're actually a few days into the freeze.

- please start testing the stable branch!
- only send stable-appropriate patches, please (bug fixes, doc fixes)
- NOW would be a great time to test any extensions you're responsible
for and update your testedwith variable [1]
- now would also be a great time for all crew devs to check out the
stable branch
