Please (re)update your evolve extension: obsmarker exchange improvement

Dear early evolve user,

You can update your client -and- server again to benefit from a first 
experimentation of a obsolescence markers exchange.

With those new changes, markers will not be resend for nodes where:

- both side have the exact same relevant markers

- parents of this node are also synchonised markers wise

This should save a lots of time and bandwidth for most common case.

However the exchange war is not won yet. This approach have a lot of 
short coming and we'll need a smarter approach.
