[evolve] Comments about the Debian packaging

Evolve are not packaged -in- Debian (and will probably never be (since 
it will be merged in Core when reead))

However, we have information to build debian package (.deb) because a 
fair share of our early users used a apt deployed package (and another 
share use rpm)
