[evolve] Comments about the Debian packaging

I was confused because you brought up the existence of a debian/
directory in the evolve repo as a potential problem. That's only a
potential problem if you want this packaging to some day get uploaded
into Debian proper. If we are not uploading to Debian, then there is
no need to be too strict about following Debian policy.
