[Bug 4629] New: tilde expansion in .hgrc stopped working in version 3.3 on Windows

The expansion happens but the path separators are removed from the expanded
part, leaving a path like "C:Usersjohn/hgweb.cfg". It worked in version 3.2.4,
but doesn't in 3.3, 3.3.2, 3.3.3, and 3.4-rc. I'm using the 64-bit version.
