HG Bot seems to have been stopped

HG Bot seems to have been stopped, and there are some issues not yet
marked as TESTING, even though they are already fixed by changes with
"(issueID)" in their summary line.

584044e5ad57 for issue4753 was handled by HG Bot as expected at
2015-07-16 17:55:22 UTC, but 2406e2baa937 for issue4750 or later not
yet.
