hgwebdir.cgi not working from the first step

..which don't mention hgwebdir.cgi or Apache?

Anything you're reading that mentions hgwebdir.cgi is stale, because it
was merged with hgweb.cgi 5 years ago and is thus no longer part of the
project.

What version of Mercurial are you using?

Did you commit anything? The web interface only shows committed content.
