It says nothing about new features on stable, but
https://www.mercurial-scm.org/wiki/TimeBasedReleasePlan does.

It's not pushgate's fault - it's me who've made original changes on top
of default and rebased them on stable before sending. I use 3.5.1 in two
environments (Linux and Windows) and would like to avoid the burden of
maintaining local patches if possible ;-)

At the end of the day, I'm fine with these changes going into next 3.6.x
release.
