[PATCH] changegroup: introduce cg3, which has support for exchanging treemanifests

As I said before, I would eventually like to move the treemanifest stuff
into cg3packer, but this looks good enough for now. However, Augie says he
wants to add some flag fields, so he will send an update to this patch
later. Also, Pierre-Yves wants to review this patch (or the next version of
it). So two sufficient reasons for me not to queue this now.
