Currently when one have mode=terminfo set in configuration and one uses hg not
only in "normal" terminal but in other environments (like emacs) with dumb
terminals, color extension issues warning about reverting to ECMA-48 color in
case of dumb terminals

It would be nice to be able to disable this warning in the configuration so
that the output of hg commands in dumb terminals wouldn't be cluttered with the
warning.
