how are release tarballs generated?

Hi,

How are the source tarballs which are put on the site for download 
generated? The tarball generated by

     python setup.py sdist

seems to differ from the tarballs that are made available for download. 
For example the former does not contain the 'hgeditor' file while the 
latter does.

This question seems more ontopic here than on the user mailing list, but I 
can move it there if so desired.
