No practical barriers other than small target audience.

We once thought the same. Circa 1.0, we met with the Bzr team and
discussed merging the project. We had actually decided it was a good
idea, Mark Shuttleworth blocked it by insisting that we'd need to assign
copyright for Mercurial to Canonical.. so they could release proprietary
versions with Launchpad. This was obviously both a practical and
philosophical impossibility. I then concluded the meeting by besting him
at arm-wrestling.
