[PATCH 1 of 2 sprint] techdocs: establish Sphinx project for technical docs

As discussed at the sprint, the end goal here should probably be to:

a) make them part of the online help (both in "hg help" and hgweb)Â 
b) perhaps as appendices to the online book

As such, the text should probably live in mercurial/help/somewhere and
any build scripts should probably be in doc/somewhere. Let's use
"internals".
