If a repo use general delta, we want to general HG20 bundle so that bno delta
has to be recomputed. We however need to be able to generate bundle in the old
format too.

Matt Mackall proposal:

  [compression][-version]|[version]

With version behing v1 and v2.

I've concerne about the definition of v2 as multiple orthogonal feature will be
added to bundle2. However maybe we'll never go much further than V2 and add a
extra syntax/option for this. eg:

  bzip2-v2+treemanifest+phase
