i`ve got a trouble when try to edit hystory of sub-repo that alredy commited by
owner-repo: owner loose links to changesets that was stiped from sub-repo.
therefor it would be nasty to tag this sub-repo revs with specific tag, or
better assign specific phase. this phase behaviour same as for "puplic" -
protects history change on this revisions.
at present i manualy assists public-phase after recursive commits, imho it
would be safer to automate such phase propagation.
