[PATCH] hgwatchman: new experimental extension

i favor `watchman` over `hgwatchman`
if watchman (the hgext) can't find the watchman service, it should
tell the user and explain what to do.

would don't have hgpager, or hgbugzilla.

We do have `hgcia` third party, but i claim that if we wanted to
integrate it into core we should rename it to cia too.
