Right now issue notifications come from mercurial-bugs at selenic.com, although
they are sent via mercurial-scm.org [IPv6:2600:3c01::f03c:91ff:fedb:76b6]. This
means that receiving mailers are going to look at the SPF of selenic.com
("v=spf1 mx a ~all") and the check will always softfail.

Instead of changing SPF on selenic.com I think it's more appropriate to change
email address of the notifications. bugs at mercurial-scm.org?
