"TortoiseHg (including Mercurial)" wording

He probably means it doesn't install the Mercurial install package separately, which it doesn't. It's a single install package which is a superset of the Mercurial install package, including TortoiseHg as well.

What exactly are you looking for when you say you can't find a Mercurial install? At least on Windows TortoiseHg includes the command line "hg.exe" program, which effectively *is* mercurial. What platform are you using?
