(I've done this for other bots I've maintained.)

Instead of relying on users to slowly do:
!{faq}
"oh, oops"
!forget {faq}
!learn {faq} as (with updated url)

it'd be much faster and less error prone if a bot admin took the bot down, and
updated all the urls at once.

(Also, checking to ensure that all of the updated urls work would be good...)
