I pulled from https://bitbucket.org/seanfarley/hgwebsite/ and I only see 
the second one (based on an obsolete changeset), am I using the right URL ?

I've taken both patch from the email.

Nah people with push access and people in the steering committee are two 
distincts set (the first group control who is in the second however)
