According to
https://www.mercurial-scm.org/wiki/WhatsNew#Mercurial_4.2.3_.282017-08-10.29,
Mercurial version 4.2.3 includes a backport of important security fixes from
4.3 (CVE-2017-1000115 and CVE-2017-1000116)

The 64-bit msi installer for this version is at
https://www.mercurial-scm.org/release/windows/mercurial-4.2.3-x64.msi. There is
however no mercurial-4.2.3-x86.msi in that directory. 

Can this be uploaded? We cannot use 4.3.1 as we are dependant on the win32lfn
name extension and this does not work with this version.
