[PATCH V2] hgweb: add missing slash to file log url in rss style

Hi, I configured patchbomb as documented in
https://www.mercurial-scm.org/wiki/ContributingChanges

The wiki page specifies:

[patchbomb]
patchbomb.confirm=True
patchbomb.intro=never

But the confirmation prompt was never shown.

Now I can confirm
[patchbomb]
confirm=True

works and actually does ask to confirm.
Which means the suggested patchbomb config in ContributingChanges page is
misleading currently.
