[PATCH 2 of 5 v4] debugcommands: pass part, not read data, into _debugobsmarker()

debugcommands: pass part, not read data, into _debugobsmarker()

This matches how it's done for _debugchangegroup() and how we will
soon do it for _debugphaseheads().
