I have read discussion

explaining why pull --rebase now aborts early if the directory is not clean. A
serious side-effect is that it will abort even if there is nothing to rebase.
For me it makes the pull --rebase almost useless since I have most often the
case when my working dir is not clean and nothing to rebase, than the case
where my working dir is clean and something to rebase.
It is so annoying I am considering removing the option --rebase from the pull
and manually running rebase after a pull whenever I need it.
