Starting with Mercurial 4.5-rc, the prepushkey hook doesn't fire for bookmarks
if bookmarks were transferred as part of the bundle2 payload.

Before bookmarks were transferred via bundle2, it was common to use pushkey
hooks to screen for changes to phases, bookmarks, etc. While bookmarks may not
be updated via the pushkey wire protocol commands any more, I think we may want
to fire those hooks during bundle2 application in order to preserve backwards
compatibility with existing hooks.
