4.7 freeze coming up - prepare accordingly

Howdy folks,

We're coming up on the freeze for hg 4.7. I'll entertain suggestions on how we can accept patches for default during the freeze, but in general expect us to not want new features etc between about July 17th and August 1st.

If you need help getting something landed between now and the 17th, please coordinate with a reviewer /now/. I have some amount of time I can make available to perform reviews in real-time over video chat or IRC if that'll help.
