Following a discussion about buildbot, I took a look at this failure in
test-https:

Which looks almost identical as #6030, except it's on FreeBSD.

The buildbot worker has Python 2.7.13, which looks fairly old. I don't know
which version of FreeBSD, OpenSSL etc it has, but I've been
able to reproduce on a machine with FreeBSD 12 that most Mercurial developers
can access: gcc303 in the GCC compiler farm

I tried on 4.9.1, and the current head of the default branch
