It's possible for fold to fold together csets from different topics. For
example, I just tried folding together a parent with topic1 and a child with
topic2. The child had no descendants. I tried with a copy of a repo and the
original repo, and it gave me different results. In one case it picked topic1
and in the other case, topic2.
In that case, the topic of the resulting csets isn't stated. It should be
possible for the user to decide what topic the resulting cset is, or that it
has no topic at all, if applicable.
This might also be an issue with named branches; I'm not sure.
